Download the Blue_Cobs.zip (No need to unpack!)
Copy the Zip to: %appdata%\.minecraft\resourcepacks\
Options → Resource Packs → Press the arrow on the Packs Image.
If it shows "Incompatible": Press Yes! The Pack will work.
